Flip-Flop alert

Congressman Bud Cramer is advocating that FEMA become a cabinet-level department again:

To straighten out disasters within the Federal Emergency Management Agency, U.S. Rep. Bud Cramer, D-Huntsville, is advocating the agency be taken out of the Department of Homeland Security and its director be elevated to a White House Cabinet-level post.

FEMA leadership has been criticized for a slow response after Hurricane Katrina struck New Orleans and the Gulf Coast. FEMA head Mike Brown, whose emergency response credentials have been questioned, resigned Monday afternoon in the wake of severe criticism. Cramer commented hours before Brown's resignation that he would like to see somebody in the post who had an emergency response background, and he'd like to see that person in the president's Cabinet.

Cramer is concerned that FEMA, as part of the Department of Homeland Security, is not "organized properly" to meet disasters.
That's strange...Cramer voted to make FEMA part of Homeland Security back in July of 2002. Is it possible that flip-flopping could be a sign of disorganization on the Congressman's part ?
