Winner of the First General Honore 'Stuck on Stupid' Award

Motivated by General Honore, Porkopolis will be handing out 'Stuck on Stupid' awards.

Our first winner is Mayor Ray Naggin for moving ahead with the re-population of New Orleans without even having a workable evacuation plan in place.
