Pork in Portsmouth Part 5

Through a Freedom of Information Act request, Porkopolis has obtained the Ohio Rural Development 2003 Annual Report and sections of the soon to be printed 2004 Annual Report. (Searching on the USDA Rural Development Website for these reports will not result in any hits; even though you will find similar publications for other states. The consistency in publications across states leaves a lot to be desired.)

Here's a quick review and official confirmation of how the City of Portsmouth benefited after the special provision placed in the 2003 Omnibus spending bill in Fiscal Year 2004.

The total grants and loan guarantees add up to $6,450,000 that otherwise would not have been designated unless the special provision was made in the 2003 Omnibus Bill. As you review these spending items, keep in mind that all the expenditures are coming out of the Department of Agriculture, Rural Development division.

Community Facilities Grant: (Description of grant mission from USDA website: Community Programs provides grants to assist in the development of essential community facilities in rural areas and towns of up to 20,000 in population. Grants are authorized on a graduated scale. Applicants located in small communities with low populations and low incomes will receive a higher percentage of grants.)

Portsmouth Murals, Inc. : $100,000; Use specified as 'Building'. (This was the largest Community Facilities Grant made in Ohio; twice the size of the next highest grant of $50,000 for an ambulance in the TEMS Joint Ambulance District in Jefferson County, Ohio).

Business & Industry Projects: Mitchellace, Inc. $4,900,000 loan guarantee for the Portsmouth-based shoe lace manufacturer.

Intermediary Relending Program (IRP) Activity:

Southern Ohio Growth Partnership, Inc. : $750,000 to Establish a revolving loan fund for small businesses.

Rural Business Enterprise Grants :

Southern Ohio Growth Partnership, Inc. : $500,000 to Establish a revolving loan fund for small businesses.

Portsmouth Murals, Inc. : $200,000; Purchase and renovation of the Scioto County Welcome Center to increase tourism to assist local businesses.
